CHAPTER ONE Savage Bali There is much that has been forgotten in the world’s image of Bali. Early European writers once saw it as full of menace, an island of theft and murder, symbolized by the wavy dagger of the Malay world, the kris.

Gone were the days of Company employees making themselves rich by siphoning off the profits of their employers. Daendels pursued with vigor the task of turning the network of Dutch trading posts into a proper colony. The motley crew of sailors, traders, adventurers and pastors who were the employees of the Company had to be replaced by civil servants. Daendels had only three years to carry out his plan. In this time he made the old roads of Java into a major highway, thus improving communications and control immensely; he reformed the nature of Dutch Indies government, setting the foundations for a civil service, and attempted to end the fine Company traditions of corruption and embezzlement.

The word about Bali has been passed from mouth to mouth, book to book, and has accumulated the perspectives of thousands of people. Each writer about Bali begins by thinking he or she is presenting a new view of the island, and turns out a work very similar to most others. This happens because the weight of the information available puts limits on what can be new in what is said about Bali. Direct experiences have to be incorporated into expectations of what Bali should be like. The most surprising thing about the romantic image of Bali is that it has been slowly built up, layer upon layer, as each new writer has taken something from earlier works and developed it.
